Josephine Black
Director of the Independent Living Resource Center Inc., in Santa Barbara since 1989. Ms. Black has been a resident of Santa Barbara her entire life. She obtained a Masters Degree in Public Administration from California State University, Northridge and is also a certified Sign Language Interpreter.
