Robert McCarthy joined the California State Independent Living Council’s (SILC) team in July 2015 as the Legislative Specialist. His diverse experience spans nonprofit, public and private sectors from Fortune 500 corporations to organizations with fewer than 10 employees. Robert’s expertise includes managing and developing programs, enhancing community relationships and advocating for systems change. As a leader, he is a change agent inspired by visionary strategies that revolutionize business models, empower individuals and improve local communities. Robert is passionate about education, health and nutrition, environmental stewardship, community and social justice.
Robert most recently served as the Independent Living and Community Access Division Analyst at the California Department of Rehabilitation (DOR). At DOR, he assisted the deputy director in managing various independent living programs and represented the division on departmental and collaborative workgroups and advisory committees. He also served as the division’s liaison on special projects and provided fiscal review and reconciliation of multiple budgets.
Prior to the DOR, Robert administered programs for underserved and at-risk populations in the Washington State system and for a Portland, Oregon community- based organization.
Robert holds a Masters of Business Administration in technology management and a Bachelor of Science in business information systems.
When not working or volunteering, Robert enjoys spending time outdoors, traveling and being socially active.
